DIFC's headline licence starts at AED 44,000, priced on a USD schedule — roughly $8,000 incorporation plus a $12,000 annual licence. ADGM starts at AED 18,400, about 40% of DIFC's figure, after the 2025 fee revision cut its standard commercial licence to USD 5,000/yr. On paper DIFC costs about 2.4x more for what looks like the same thing: a common-law financial free zone with its own courts.
The gap narrows sharply at the entry tier, though. Both zones run a subsidised startup track at USD 1,500/yr — DIFC's Innovation Licence and ADGM's tech-startup licence — so a qualifying founder pays almost the same on either side. The premium is real only at the standard commercial and financial-services tier, and it does not buy a better legal wrapper. It buys Dubai's older, denser financial cluster and a brand institutional counterparties already recognise.

Both are genuine common-law jurisdictions: their own courts, their own regulator — DFSA in DIFC, FSRA in ADGM — and English commercial law rather than the federal civil-law system. ADGM applies English common law directly and by reference; DIFC has codified its own body of laws on the same foundation. For most founders the two are legally interchangeable — a fund lawyer will tell you the difference lives at the margins, not at formation.
The decisive fork is geography and network. DIFC sits inside Dubai's private-capital density: fund managers, family offices, fintech and the professional-services firms that orbit them. ADGM sits in Abu Dhabi next to sovereign capital and government gravity, and its activity list explicitly adds tech alongside finance and professional services. Neither carries a fixed visa quota — headcount scales with the office you lease, and both require a real office sized to the licence. Banks treat both as blue-chip addresses, so reception is strong on either side, which is not something cheaper zones can promise.
Pick the address your counterparties expect. If you run a fund, a fintech, or a professional-services firm selling to institutions that already bank and deal inside DIFC, the name pays for itself. If you want the same English-law standing for less, are building a tech venture, or your business is anchored to Abu Dhabi's sovereign ecosystem, ADGM delivers it at roughly 40% of the entry cost.
Pick DIFC if your counterparties expect the DIFC name, you are raising or managing funds inside Dubai's capital cluster, and the premium buys credibility you can bill back to clients.
Pick ADGM if you want the same common-law standing and unlimited visa headroom for well under half the licence cost, you are a tech or early-stage venture eligible for the USD 1,500/yr track, or Abu Dhabi's sovereign network is where your business lives.
