The defining number here is the visa quota: zero. The base licence at AED 4,999 carries no visa allocation at all, and that single fact sorts the candidates. It fits founders who do not need UAE residence out of the licence itself — someone who already holds a visa through another company or a family member; a holding or invoicing vehicle; a second licence bolted onto an existing structure; a freelancer or agency billing clients abroad and working remotely.
It does not fit a founder whose entire reason for coming to the UAE is the residence visa and Emirates ID. For that person the headline price is misleading, because the visa route has to be bought on top and changes the maths entirely. It also does not suit a business that needs a physical shopfront, staff on the ground, or a bank that opens accounts on reputation alone.
The headline buys the trade licence and free-zone registration for one activity band from the 1,000+ list. The media flavour is a label, not a restriction, so consultancy, e-commerce and general-trading activities sit alongside the media ones. What it does not buy: an establishment (immigration) card, which you need before any visa can be issued; the visa itself (entry permit, status change, medical, Emirates ID); and, in practice, the cost of upgrading the package the moment you want even one resident.
Renewal is annual at a similar order to year one, so treat it as a recurring line, not a one-off. Corporate tax and, above the threshold, VAT still apply exactly as anywhere in the UAE — the zone does not change federal obligations. Model the visa-inclusive number rather than the bare licence before you commit.
No physical office is required; the package runs on a flexi-desk / digital-desk basis, which is exactly what keeps the price down. It is also the friction point at the bank.
