Who this zone is actually built for

Dubai International Academic City licenses one activity class: higher education. That makes the fit test unusually binary. It suits international universities opening a UAE branch campus, established degree-granting institutions, and higher-education providers whose core output is accredited qualifications.It does not suit a consultancy, a trading company, an e-commerce brand, or a founder wanting a low-cost trade licence — none of those activities sit on the zone's licence menu. It also does not fit standalone training institutes or corporate-learning providers; those belong in the sister zone, Dubai Knowledge Park. If your model is not "we award or deliver accredited higher-education programmes," this is the wrong address, and the AED 15,000 headline does not change that. The licence is the easy part — accreditation is the gate

The AED 15,000 licence-from figure registers the entity; it does not authorise you to teach. Higher education in Dubai's free zones sits under KHDA, with academic quality assured through its University Quality Assurance International Board (UQAIB). Campus, visas and substance

This is not a flexi-desk jurisdiction. An office or campus is required, and for a degree-granting institution that means genuine teaching space — lecture rooms, labs, a library and student facilities scaled to enrolment.The zone does not publish a fixed per-licence visa allocation. Capacity is a function of leased space and the academic and administrative headcount your programmes justify, so faculty and staff visas scale with the institution rather than sitting under a set cap. Is the “from AED 15,000” price real?
It is the official entry-tier licence figure (re-verified against the zone tariff before every update) — without visas, establishment card or add-ons. Our estimate above shows a realistic first-year floor; anything quoted below it usually hides a fee.
Can this company do business on the UAE mainland?
A free zone licence covers business inside the zone and abroad. Selling onshore generally needs a mainland distributor, a branch, or a dual-licence arrangement where offered — we flag which applies before you commit.
