Dubai Science Park is a sector cluster, not a cheap licence shell. It earns its place only when your business physically needs what Al Barsha South offers: fitted wet-labs, temperature-controlled warehousing and cold-chain storage that most Dubai free zones simply do not stock. That makes it a genuine fit for pharma distributors, contract-research and testing labs, medical-device and diagnostics firms, cosmetics and nutraceutical formulators, and cleantech or agri-tech companies that run real equipment. If you belong to that community, being co-located with hundreds of other life-science tenants is part of the value.
It is the wrong zone for the opposite profile. A holding company, a freelance consultant, a generic trading or e-commerce entity, or anyone who just wants a licence and a few visas will overpay here for infrastructure they never touch. Office space is mandatory (see below), so the zero-footprint model that IFZA or Meydan allow is not on the table. The headline from AED 15,000 buys the commercial or industrial licence and your registration inside the free zone. It does not, on its own, give you the right to import, register or distribute regulated products. Pharmaceuticals, medical devices, supplements and cosmetics sit under a separate federal layer: product registration and import permits from the Ministry of Health and Prevention (MOHAP) and, where relevant, Dubai Health Authority approvals. Those approvals are the real gate for a life-science business, and they run on their own timelines and fees — independent of how fast the free zone issues your trade licence.
Budget, too, for the costs that always sit beyond the licence line: the establishment card, e-channel and immigration set-up, medical and Emirates ID for each visa, and the lease itself, which for lab or warehouse space is the largest number on the page.
Because office space is required, your visa allocation is tied to the area you lease rather than a fixed generous headcount — more square metres, more eligible visas. That keeps DSP honest for operating companies and unattractive for anyone chasing visas without a real footprint. Typical licensing runs about 10–14 working days once documents and any lab-space fit-out are agreed; the regulatory approvals above can add considerably longer.

The obvious alternative inside Dubai is Dubai Healthcare City, built around licensed clinical and healthcare providers and regulated by its own health authority; DSP leans toward R&D, manufacturing support and distribution rather than treating patients. If your model is a clinic or provider, DHCC is usually the better address; if it is a lab, a formulator or a distributor, DSP fits better. Outside Dubai, Sharjah's SRTIP offers a cheaper research-park setting for pure R&D, at the cost of leaving the Dubai ecosystem and its logistics. Any generalist zone will beat DSP on price if — and only if — you do not need the wet-lab or the cold chain.
On tax, note that a free-zone licence alone does not deliver 0%: qualifying free-zone person status depends on real substance and qualifying income under the corporate tax regime, not on the address.
