DUQE is a young Dubai free zone built around a novelty address: a licence registered aboard the Queen Elizabeth 2, moored at Port Rashid. Strip away the marketing and what remains is a low-entry, low-visa product. It fits solo consultants, freelancers, digital-service and e-commerce founders, and holding structures that want a Dubai licence without paying for space or a large block of visas.The zero-visa base package is genuinely useful for a founder who does not need UAE residence — a holding or invoicing vehicle where the licence, not the visa, is the point. The headline is honest: AED 12,500 for the licence and a registered flexi-desk address, with zero visas included. From there the ladder is linear — AED 1,750 buys each visa allocation, up to six. What the headline does not include is the per-visa government layer: once you actually issue a residence visa you pay for the establishment/immigration card, medical, Emirates ID and stamping on top of the AED 1,750 slot fee. DUQE positions itself directly against IFZA and Meydan — the other low-cost Dubai licences. The practical difference is not the sticker price, which sits close across all three, but the ecosystem around it. IFZA sells through a large agent network and is a known quantity to banks; Meydan trades on a mainland-adjacent brand address. Can I get a DUQE licence with no visa?
